I want to edit a code of a database in lotus notes designer so I create a new copy of this database in my local pc. but when I tried to open the database the error "You have insufficient access to perform this application" occurred so i tried to edit the ACL of this database. but when I tried to open the ACL a messagebox "You have insufficient privilage to Observe User Access for this database" will prompt.
I am using a Notes Administrator account.

my problem is how can I edit the ACL of this database to give me an authorization to access it.
